Upgrading tacticals at lower point levels compounds that issue even more.
IMHO, if you want to play trooper marines that can fight, try picking up a space wolf codex.

Well... I don't often use 1-shot weapons.
Also, every time I do use a 1-shot weapon, it always misses/fails to wound.
In theory, 3 seeker missiles should be able to kill an IG heavy weapons team....

Even without Vulkan, those are a smart choice. Specially if your playing Orks or other armies that have poor saves. The flamer will just kick ass, and the melta will burninate armor pretty much with ease.
I wouldnt waste my points on a combi-plasma tho.
