In regards to my 6 oblits i use for well.... every game. I didn't just mean focusing on the LR the whole game, Oblits make their points back fast if you know how to use them, popping chimeras, Valkiries, pie playing guardsmen and the like.

Yeah, the best tactics is to ignore that damned beast.
If your army is mounted, its impact is eventually rather low.

Chosen with meltas, suicide Termie squads with combi meltas, Raptors with meltas, or Obliterators are your best bet.

550 points to have a pretty mediocre chance of killing a 150 point russ (all game). awesome!

6 oblits would cost 450, not 550. I think it's also safe to assume that there will be more than one tank on the other side of the table when facing an IG army. While 6 Oblits might be overkill, they are a luxury not to be overlooked. You pay for their versatility, but used and supported correctly they will easily make their points back.

5000 points (Blue rods are better than green!)
5000 points (Black Legion & Pre-heresy Sons of Horus)

@Jihallah

When I first said a dedicated CC the first thing to pop in your head was zerkers, and now you are about actually CC squads that make sense, I don't know if you are confirming what i said at first or just trying to make me silly :/

Either way im going to start building IG so when I face some chaos opponents I will find out.

This is good.... isn't it?
