That statement is not entirely true, if it says you can Or strongly implies you can then you may, otherwise no. Ramming is a great example of this, nowhere does it clearly state, "only Tanks may ram" however it is clearly implied by it being a special tank shock and under the tank section that only tanks may ram.

Grenades is another example. They strongly imply that they can be used against vehicles (considering they have a seperate section on the subject), but they sure go out of their way to avoid saying clear thing like; "Any model in close combat with a vehicle can use any grenades they have available" or the like.
Anybody else noticed that Wolf Guards in Terminator Armour are now allowed to use Melta Bombs?

Actually this is the reverse, the rules book states that grenades got their profile against vehicles. There is nothing stating that you can use them against non-vehicle.
As far as the original thread topic goes, the ramming attack is listed under the TANK section. Just because a land speeder is a vehicle that looks like a tank doesn't mean it has the "tank" identifier. That is like saying that no where in the book does it state my fire dragons can't jet pack 6" then move 6" in the assault phase, therefor yay jetpack dragons.

A deffroller does d6 strength ten hits on a tank shock, does it apply these hits on a ram?

As argued too death, Tank shock and ramming are different things. Till GW says otherwise only tanks can ram and you don't get D6 hits when ramming.

I think the biggest problem associated with proponents of ram=tank shock is how often the line in ramming is misquoted.
There is a sizable difference between "special kind of tank shock" and "special kind of tank shock move".
Adding in the word "move" changes the verb in the sentence to move. This means ramming is a special kind of MOVE, not TANK SHOCK. Tank shock is being used as an adjective here to describe a move action. This means that while the text does relate them to each other, it never puts one as a subsection of the other.
Additionally, in the book a Ram is not a subsection of Tank Shock. This means they are separate actions, and that neither is a subsection of the other.
Therefore, reinforced rams do not allow ramming, and deffrollas do not have any effect on rams per RAW.
