Well for those who have oodles of money for forge world models buying a couple of games workshop products shouldnt be a bg hassle.
or you could save money by searching online bits stores and ebay for the bits you need. more effort required in finding the right bits but saves you money.
alternatively if you have a local games club just ask around for bits.
the other thing is if you get the gnobler box not only could you make the awesome storm boys but you could add a bit more character to your looted vechicles by having some grots here n there

I looked through the Tau codex. You don't need to convert the Kroot at all.. there are numerous references to the Kroot working as mercenaries, even for the Orks.

Kroot working for teeth?
The Kroot mercenary list also has kroot with Ork genes, they'd fit right in to an ork army.
