Back to the OP a friend of mine is creating his own chapter and has gotten to touch with GW representative that told him he would create some stats for his Chapter after hearing his idea and fluff of the chapter. The Rep told him that one of the chapters in the new codex was "inspired" from a fans idea. Not sure which one he was talking about. My friend had said he thought it was the Crimson Fist but I doubt it since they was on the cover of Rogue Trader I think he misheard the Rep.

Now these stat wouldn't be legal in a tournament sense but would be accepted in a friendly game am sure.

Nowhere in TMIR does it state that just because you want to change the rules to suit you, you are able to Gwar.

It does say that IF BOTH PLAYERS AGREE then you can change the rules.

Your examples of demanding T10 are irrelevant because TMIR is not about demanding rules changes, its about agreeing to them.

As I read it, you are all correct.

Gwar! was actually stating "if you insist", at which point Gwar!'s insisting is as valid as the opponent's.

If there is an agreement between all players in the game, honestly TMIR should never come up -- an agreement has been reached. If any one player is "insisting" on anything, TMIR does not apply.

One reason I think it is a waste of space, it only helps when people agree. At which point, it does not really matter.

Except that following your interpretation, your insistence on getting silly abilities broke TMIR for me first, so you're cheating, and you lose.
