No there isn't technically bikes turbo boosting as their scout move get their cover save against the enemies first tuirn of shooting whether they go first or 2nd. Meaning you could turbo boost scout,(wait a turn) move 12 fire, assault, break him, sweep and STILL claim a 3+ cover save from all his reprisals...

You made it seem like he was able to do all that extra stuff after a turbo-boost in the same turn which is a no-no.

Obviously gwar! feels how he feels (and if you want to get down to the nitty gritty of how exactly the rules were written, it doesn't precisely say that there was any movement phase).

However, to a lot of people (or maybe just me and the people I play with) the fact that the rules state the scout moves like it was a movement phase would suggest that it should gain the exact same benefits (and drawbacks) as if it had moved flat out over the previous turn. Thus while a very strict reading of RAW would deny the use of a scout flat out obscurement, I wouldn't deny it to an opponent in a friendly game, and I doubt that most tournament judges (in my area at least) would deny it either.
