LR's in small points games were probably a more common tactic before vehicles became so prevalent (so 4th and early 5th ed). As things have gotten more and more meched up, there are more and more anti-tank weapons. But a LR-heavy list (particularly if you go to 2 in 1k) is basically just a list-check. You're saying to your opponent in the beginning of the game, if you can destroy Land Raiders easily, you win, if you can't, you lose. Not as good a strat now as it was a year ago, with the prevalence of dudes toting meltaguns increasing so much. But still something people do.
Back in 4th ed, I had a buddy who ran a CSM list at 2k with 6 Land Raiders. Took it to a couple tournaments. This was back when most non-skimmer non-Rhino vehicles were pretty rare (and Rhinos were just mobile terrain anyway), so anti-AV14 was typically pretty rare. He ran into a Tau army at one point with 3 Ion Hammerheads, a bunch of Missile Pods, and one single Fusion Blaster on a Piranha. One gun on an AV10 skimmer as the only thing in the army that can even try to break a Land Raider. Very brutal.
Matchups like that are generally the reason to run 1-2 (or 3!) Land Raiders in 1k points, but they're a lot more rare than they used to be. Personally, I'd be too worried of Vendettas (great value at 1k) and various meltagun drive-by's to depend too heavily on LR at such a low point value.
