thats not even one troop choice. an infantry squad is 1 sargeant and 9 guardsmen.

Seems like an advertisement as a starter set to me, and I'd almost definitely take it as such if I were a new and uninformed player.
Even if it strictly isn't saying that it's a complete starter set.

By "start an Imperial Guard army" they must mean "start collecting" and not "start playing".

The sentinel is a plastic kit you can assemble as either scout or armored. Much nicer than in the past where you had metal parts to convert one into an armored one.

The tyranids one wouldn't give you a 1000pts pick up and play but can do pretty well in anything below that. Especially patrols where you can really swarm your enemy.

The best for having a nearly playable force though Id say is the ork battleforce. Add in a a HQ model and your pretty set to go. The dark eldar ones not bad either for starting a force. I need to revisit them sometime. Sold my last army of dark eldar years back.

That could be said for any battleforce, really. They're all an HQ short of playable, I think.

EXCEPT for the Tau one. Ig has an HQ too. Both are out of the box playable, but ONE is no good for that. *cough* IG *cough*

EDIT: Wait, the DE one has an HQ? I didnt know that DE Hq's were trees...

do games-workshop say "hey look buy this battleforce/battalion box and you have a starter army TO GET YOU PLAYING"???

no they don't because thats the job of the 'assault on black reach' box, you want an army you buy that or one of the boxes entitled 'MEGAFORCE' and THEN BUY YOURSELF A HQ CHOICE, thats the best your going to get.

ok the imperial guard battle force is attucally pretty good. Espically if you've been in the game for a while. But for starters, i suggest that you go with Marines, Orks, or Eldar. The Imperial Guardsmen are very hard to play if you don't have tanks. So just buy the battleforce and take some leman russ's with it and some platoons.

Well I find the purchase of sentinels a waste compared to the better options you can take, and from what I have seen each other battleforce gets more out of it.

I just got the sm battleforce, you can use the spare combat squad to make a captain and retinue (though technically you still need an apothecary) and then youve got a legal force.
