spam lists are a type of novelty army, depending on the level of spam within a list.

This is related to how they interact with an opponents balanced list.

A balanced list will be constituted of:
light infanty/heavy infantry/light armour/heavy armour

A balanced list will have effective weapons vs:
light infanty/heavy infantry/light armour/heavy armour

A spam list will exploit this by presenting an abundance of a type of unit which renders the opponents weapons choices highly ineffective.

ie LR spam overwhelms balanced army heavy AT weapons
ie mass infantry guard overwhelm swarm weapons, and render AT weapons ineffective
ie spam plague marines overwhelms balanced anti-infantry weapons

The abundance of mech lists in competitive play is a kind of spam as it requires the opponent army to have a huge amount of AT weapons to deal with them. If they do not, mech lists have free reign to dictate the terms of the entire battle.

So in short, if you have to spam a unit, spam transports like Rhinos, Chimeras, LRs, Waverserpents, etc

I hate fething flamers so so much. Just played guard that spammed them and it did not end well.
