Infantry guard horde with Straken for HTH punch and orders, and Al Rahem for outflanking. Commissars leading the bunched squads for Stubborn. It smashes stuff. You have to work hard to play it fast enough for a tournament, though.

I really think a IG army with many troops can do a ton of damage. I like bhollenb's idea of spamming heavy weapons. but what about just using huge combined squads with flamers or meltas, you have a bunch of men with lots of tank killas which can't really be harmed due to the size of the men, you can probually surround an object with the number of men and no one could even get close enough to count as contesting it
you make them even stronger with an added commissar. i feel like this army would be pretty good, never played it but plan on maybe making it.

I'd say Space Wolf Cav or Logan Missilewing. IG foot hordes can do alright, but are too vulnerable to assault by Walkers and fast flamey armies.

Horde orks. Who cares whether you blow up his tanks? He'll never kill enough of you in time.

I would not include bugs and demons as armies that can do non mech well, as they are designed to work without tanks.

Space wolves would make an excellent foot slogging army. Logan, long fangs, grey hunters, lone wolves and TCav would probably do quite the number on just about any army out there and be an 'all-comers' type list.

Nids still struggle with AV14, especially at low points levels, and especially with AV14 all round. It's really tough to reliably crack a land raider before it's tank shocked your infantry out the way so its contents can go smash your tervigons up.

Low point levels are inherently imbalanced/rock-paper-scissor games. 40k works best at 1750-2000 more-or-less.

Foot GK works reasonably. The mach comes from LR's almost exclusively and they're mainly for AT at a distance.

And the Lord spake, saying, "First shalt thou take out the Holy Pin. Then shalt thou count to three, no more, no less. Three shall be the number thou shalt count, and the number of the counting shall be three. Four shalt thou not count, neither count thou two, excepting that thou then proceed to three. Five is right out. Once the number three, being the third number, be reached, then lobbest thou thy Holy Hand Grenade of Antioch towards thy foe, who, being naughty in my sight, shall snuff it. |
