OP - you need to do some reading. Read the BRB 3-4 times, read your bro's codex, read your own codex again with a better understanding of the rules. 40K is a rules heavy game with exceptions and special cases for everything and the way it's written makes it quite difficult to learn. You need to spend some time with the rulebook or your bro is always going to be ahead of you (assuming that he's not using your lack of knowledge to cheat) ETA - OP, who usually sets up the terrain? Do you have lots of terrain or are you struggling for it?

Come on. Its possibly to beat IG with CSM.
Well, I'd run 3 squads of PM in Rhinos all with meltas or flamers.
Add two winged lash DPs who will follow the Rhinos,
take 6 Obliterators giving fire support, and a Vindicator able to accompany the Rhinos.
Add Dreads if you still have points.
You have to make some investments for the win.

Russes are the biggest threats. Get as little in there los as possible. If you can, use predator annhilator to target his russes. As everyone has suggested, termicide w/ combi-melta works wonders. Target his command squads with spare las because without them his infantry will lose a large amount of their effectiveness. Get a defiler to obliterate his infantry around the russes, clearing a space for your termies (and get more termies).

He does, and he usually lays down a whole hell of a lot of it, mostly in craters and ruins and such.

Is there so much that it substantially slows you down getting to him? While he still gets to shoot the crap out of you? Are the crates mostly in midfleld or the buildings mostly in mid-field?

Don't have time to actually do a battle report, but I am about to play him. Wish me luck.
Edit: I'm graduating, don't have enough time to actually do it.
My force:
Daemon Prince, Wings. 130 pts
7 Plague Marines, Melta gun, Champ, Flamer 191 pts
10 berserkers, champ, rhino 260 pts
Obliterator 75pts
Obliterator 75pts
3 bikes 99 pts
8 marines champ rhino 170 pts
1000 pts
Plagues are meant to hole up, Obliterators are there to kill tanks, Prince is going to soak up fire, Bikes are a distraction, Marines are there to draw fire away from berserkers. Am going to try to divide and conquer, killing his tanks and then dividing his force.
Don't want him to find out I am getting help from fellow Dakkites, sorry about clipped sentences.

You need to kill his tanks. You need more Anti-tank fire i feel. As a note- Lascannons =\= anti-tank fire, unless its a pred annihilator/oblit shooting at long range at side armour.
A good army is black legion style, with more CSM troops with icons exchanged for less cult troops, Termicide (3 terms w/ combimeltas, 1 chain/powerfist), and bumrush the opponent with rhino's and bodies. 2 melta squads for each flamer squad. Raptors and Deamon princes to jump over bubblewrap (Infantry).
Although you mentioned he had a baneblade. If he's fielding that against you and you guys aren't playing apocalypse... well then lets say your brother is an asshat

No, he doesn't feild it, he just owns it.
We got to turn two before everyone started showing up for graduation, at which point my bikes had died, my daemon had 2 wounds on it, but I had to go second, and I didn't get to deploy the Obliterators.

Yeah, but you were headed to a defeat.
You're showing up with few units, and those units have few models in them. You're just ASKING to get crushed by a guard player. You've got to bump up the model count to begin with, so that there's something that survives past his alpha strike, and you've got to get some units that don't start out way over on your side of the board and give him several turns to shoot at them before they can become useful.
Charging out into the open against a guard gun line = fail.
Oh, and congratulations on your graduation.
