Wish I could, but I just don't see the good thing about a Slaanesh army. A Berzerker gets their initiative in a Charge, as well as more strength, WS and attacks.
I find it an odd team to choose, between Tzeentch that are masters of ranged combat of the four Chaos Gods with their Inferno Bolts and Slow and Purposefull Rules, Death Guard being by far the most resilient with their Feel no Pain and high toughness + blight grenades, and Khorne that makes them look silly in melee. >.<
To me they just look like a team with the option to have heavier weapons that can output a decent amount of fire that may harm vehicles, but Tzeentch has their Aspiring Sorcerers for that with their Bolts of Change.
Then again, Slaanesh is the youngest of the Chaos Gods, his followers filling a role unknown to me.
Yes, their Lash of Submision is a nice spell, but... That's it for me.
Of all battles I've fought with Tzeentch or Khorne, I never lost... Perhaps because I'm such a darn good tactician though. *grin*
Anyhow Emily, go with your choise if it feels right for you, there's probably something major about Slaanesh that I've missed, so I can't really put together any intimidating forces for them. =s

hmm. Where to start...
Okay, yeah, drop the raptors. I like them too, but they lack any sort of "umph!" that you can get from more obliterators.
Aspiring champions are okay, but I can usually fit in another marine for the price of the upgrade, so I'd dump them.
I usually have 1 unit of pure melta, and one of pure flamers, although sometimes I skip the flamers and do pure meltas on both units (against tank swarm, for example)
Plauge marines are better in every way,and if you get rid of the raptors, there's room for them.
Obliterators are great. Use 9 of them if you want, they're awesome!

Aspiring Champions add a leadership to a unit that, unlike your Ultramarines, know fear and can die to sweeping advances. Power Fists are well worth it.
Anyway this person seems to be making a Slaanesh list so Plague marines don't really fit.

Change and change until Change is our master, for nothing neither God nor mortal can hold that which has no form. Change is the constant that cannot be changed.

Yeah, but a powerfist is too expensive for a troops choice. I'd take termies if I wanted PFs

They're more important for Chaos Marines because losing a combat is a seriously bad thing when you're really expensive and also know fear :(

CSM troops excell at close range assaults and mid to close range firepower. It's best to build the list around the strengths. This list is built around fire power and the mobile sorcerer setting up Lash of submission. Also note that you can have troops dedicated to slaanesh without the icon of slaanesh. CSM seem to perform better with the moral test re-roll as a whole then with the icon of slaanesh. Icon of slaanesh is often used for lists/units themed at space marine hunting.
Also this list can be tailored and you can swap one of the CSM squads for 2 flamers instead of 2 meltas, which would give you an extra 10 points to spend. You can also swap the 2 obliterators for a second defiler if you like the model and the battle cannon
HQ:
Sorcerer w/Lash of Submission; Mark of Slaanesh; Wings; Personal Icon=150
Troops
10 CSM. 1 Aspiring champion with a powerfist; 2 Meltaguns; Icon of chaos glory; dedicated Rhino with extra armour = 270
10 CSM. 1 Aspiring champion with a powerfist; 2 Meltaguns; Icon of chaos glory; dedicated Rhino with extra armour = 270
Heavy Support
2 Obliterators: 150
1 Defiler: 150
Total: 990 (10 left over points to spend on whichever upgrade you want)

First thing to do is drop the wings on your sorceror. You are running him with a CSM squad so he won't be making use of the extra movement.
I think it's important to put a powerfist on your squad champions as you will need insurance against dreads/wraitlords/monserous creatures.
Maybe consider putting the sorceror into a squad of noise marines with sonic blasters and a doom siren champion in a rhino.
I would not put the icon of slaanesh on your CSMs.
Obliterators are good and they can deep strike if need be. Maybe try to find the points for two squads of two oblits rather than one squad of three.

I would drop the twin link bolters and melta bombs. If a champ has a powerfist then he doesn't really need melta bombs. I would drop the twin link bolters and melta bombs on both squads, which would save you 20 points + the 10 points you have left over. I would also drop the second twin linked bolter you paid for on the rhino. Only spend for it if you have extra points. In terms of shooty upgrades for rhinos, combi weapons and havoc launchers are better
It is better to max out CSM squads to 10 people so you can get a second special weapon. If you are worried about your sorceror, the sorcerer can move 12'' + running a turn behind the rhino and stay safe. Deepstriking is also an option if it is tactically viable
I would recomend this list
Sorcerer w/Lash of Submission; Mark of Slaanesh; Wings; Personal Icon=150
Troops
10 CSM. 1 Aspiring champion with a powerfist; 2 flamers; Icon of chaos glory; dedicated Rhino with extra armour = 260
10 CSM. 1 Aspiring champion with a powerfist; 2 Meltaguns; Icon of chaos glory; dedicated Rhino with extra armour = 270
Heavy Support
2 Obliterators: 150
1 Defiler: 150
Total: 980.
20 leftover points to spend on stuff like combi weapons/twin bolters for the rhinoes. Perhaps with the 20 points, upgrade 1 rhino with a havoc launcher (they are awesome by the way. str 5 blast weapon) and the other with an extra twin bolter.

I wouldn't want 2 10/10 squads because i was told with a 9/10 squad the Sorcerer could join in

That's if you want the sorcerer to ride inside the rhino. Since the sorcerer has wings and is an IC, he can fly behind the rhino and still join the squad after it disembarks. An IC can join a unit of any size.
If you would like the sorcerer to ride inside the rhino then you would be better off dropping the 20 point wings upgrade for other stuff

I'm pretty sure that the sorcerer dosnt count as a unit in the squad.
I'd find points for the 10th one and get a 2nd melta / flamer.
It just dosnt seem right due to they are 2 seperate squads, if they were honour guard or retinue, which we dont have I would belive it but even reading the chaos codex and it seems it could work it just seems wrong and chessy.

Also if you ever play games higher then 1000 points, you might want to consider getting a specialised escort squad for the sorcerer, using one of the fearless units in the CSM book. In case you don't know, a non fearless IC (the chaos sorcerer) that joins a fearless unit is also considered fearless. Is is a bit hard to do this at 1000 points but it is much easier at 1250 points onwards.
Anyway, here is a suggested escort unit for higher point games. The AP3 doomsiren should have great synergy with the lash of submission sorcererer. Since the squad is only 8, the sorcerer could ride inside the rhino and you could drop the wings and save 20 points. If you do this, you could probably squeeze this unit into a 1250 game.
8 Noise marines; Champion with Power weapon and doom siren; Dedicated rhino with extra armour = 270
