There are many, many reasons why one type of unit has abilities that a similar type of unit in another codex doesn't, chief amongst those reasons being army balance and focusing on the way the unit is supposed to function within the army's prescribed tactics.
So in the case of a Landspeeder, Space Marines use them in a scouting role and drop them from orbit behind enemy lines. That's the role the vehicle functions in.
In the case of Eldar and Tau tanks, for example, that isn't the combat doctrine that those vehicles utilize, so the rules are written not allowing them to Deep Strike regardless of technically whether or not they are 'capable' of performing a similar maneuver.
Of course, these combat doctrines are often changed with updates to the codices, so in future revisions we may well see all skimmers gaining the Deep Strike ability, but for the time being GW wants to emphasize the extra mobility of only certain skimmers (Land Speeders, Valkyries, Stormravens, etc) and therefore only gives Deep Strike to those particular Skimmers.
