Well as far as I've understood the Codex, Necron Lords still have a portion of their souls, thereby giving them the intelligence to lead the armies. Necron Lord Characters would be cool.

Otherwise I think that they are in a more dire need of a new Codex so that they actually have a chance in the 5th Edition. Several units are overpriced, the Monolith may be a great vehicle but the lack of APC's make their foot infantry quite vulnerable, even if they have WWBB.
