If you want to make your own Chapter (with its own colours) and would like some very vague background fluff, have a look at the Warhawks (http://wh40k.lexicanum.com/wiki/Warhawks). They were presumed destroyed in the 5th Black Crusade. Perhaps your army is a small contingent that survived?
And if you want to do something similar to the Salamanders, look at the Star Dragons (http://wh40k.lexicanum.com/wiki/Star_Dragons). I see no reason they couldnt be made a lot like the Salamanders with a name like that.

If this is the case, then its his fault and not theirs! They shouldnt be punished for his inability to write a coherent and interesting story that follows the existing fiction!
