BBF- so you are trying to force behaviour due to simply a perceived problem, ie TOs being unwilling to enforce their own rules.
Your "problem " is not a gw caused issue, but poor TOs. You have a solution but aren't willing to enforce your own rules, or making excuses for tos who aren't.

lol, actually they do. if he's the TO, he can choose to make any changes he wants. if he publishes them ahead of time, players can vote with their wallets and not attend. if he doesn't publish them, people will complain loudly on the internet and the local gaming scene. i personally don't think the plague of DH allies is even close to as bad as he's trying to make it seem but he has every right to disallow them as TO (even according to GW's posting). personally, i think the idea of disallowing any current codex or portion of their rules is just a bad idea period.

Ok, bbf if you submit a rules packet for a tourney, and people aren't abiding by the rules ... eject them, no refunds, have it inside the packet they got as part of the signup.
Don't change the rules because you think people wont want to obey them ... that's asinine.

GW offcial response specifically said it is up to the digression of the TO.

Exactly, noones saying you, as TO, cant make that decision, its entirely yours to make.
But reasons like people wont want to obey rules, its confusing etc, just arent valid. Just say your'e doing it because you want to. Theres nothing wrong with that.

And the "problems" are entirely down to TOs not willing to enforce the rules they have laid down.
In other words something entirely outside of GWs remit to control.

This is exactly following instructions from GW... it is at the discretion of the TOs. That is how they chose to handle it. So don't put the blame on a TO.

As is every single other rules issue and, for that matter, the decision as to whether or not to follow any of the core rules of the game. You're creating a bigger problem than actually exists.
Regardless, this has wandered far enough off topic. There's a tournament discussion board if people are really interested in following this particular train.
