The FAQ does not state that you Measure the Range to the Priest to see if you are in FC bonus range when you make your attacks.

It says you must be in range when you put the bonus to use.

You can check at any point(and much of the time it will be Obvious whether you are in range or not)

It is pretty clearly stated as it does not state simply: apply the bonus when making attacks.

It says: When you put the bonus to use.

Although Gwar does seem to be right you can abuse it by removing models in range to reset the Blood angels I to 4, then strike again at I4 step, but only when fighting I5 models. Even though the models already attacked there are a few models that have weapons/Wargear that allow that model to attack in several initiative steps(Tech marines, Engineseers, and Logan Grimnar)

Yup, the 'when you put the bonus to use' is slightly ambiguous, but I wouldn't read that as meaning that you have to wait until the Marines' regular initiative step to check it.

If the bonus makes them I5, then the point at which you put it to use is the I5 attack step. So that's the point at which you check the range.

No its not slightly ambiguous ... if you know the meaning of the abbrev I.E

Id Est = That is, or; in other words.

A: When you put the bonuses to use, i.e. when the model makes its close combat attacks.

So it can be rewritten as thus

A. When you put the bonuses to use, in other words, when making your close combat attacks.

Which, due to the bonus, are made at I5. So when you reach the I5 step you check that you are in range, and make your attacks if you are.
