What's the minimal number you can have in a Standard Tactical Squad 5 guys, I believe? I am assuming that he had a full squad so he could have just as easily split the squad up into 2 and have the standard FoC requirements, correct?
Now, I'm only assuming from what I've heard thus far.

For me:
"We live in Az, and your army looks like a suspicious alien force. Per SB 1070 I'd like to see the proper documentation for them.
If not- you should also be aware that thanks to 1070- a statewide law making it legal to carry a concealed weapon without the need for a permit has passed totally unopposed and my shotgun fits inside my army transport bag. Legally."

Kinda, if we get technical, a tac squad is made of 10 men, and you can split them into two 5 men combat squad before the game starts. That way you can get the 2 mandatory troops choices if you play with vanilla marines.

No you can't. They're still just one FoC slot.
You need two troops CHOICES, not two troops units.

He had a heavy weapon and a special weapon in his 10 man squad and unless you use Codex: BT then you need to have a 10 man squad in order to incorparate both weapons.
But still, he could have used his spare bolter armed marines from his other 10 marines to make two legal 5 man squads.
