One idea here might be to make them venerable in a different way...

Give them the same stats as termies but add maybe 10 points to the cost of each model, so you're looking at 250 for a base unit cost. Then you add the following special rule.

Aged Armor: The Tactical Dreadnought armor used by these experienced Space Marines is as tough as the armor of any other, but it incorporates a more powerful forcefield than most as these veterans know that even with their thick armor, one must be prepared for the deadly weapons that their enemies use to hunt them with. Any failed Invul saves may be rerolled. This counters any power that forces successful invulns to be rerolled at the expense of not making any rerolls of any kind occur.

Its isn't broken since they can still be overwhelmed by massed fire or charges, but it makes them a bit tougher against dedicated assault units.

Another idea that might work well with this one is that they have WS of 5 in order to make them a bit more hardy against enemies. In the end, they would have to be a 0-1 choice and would need to require a Captain as an HQ in order to limit them. Cost with all of this would probably be around 300 base, with additional models costing 55 points. Pretty expensive, more resilient, and not game breakingly so.

EDIT: The WS 5 idea might be a bit of overkill. It brings them very close to the level of the Grey Knights Terminators, which isn't really what normal Marines should be at. YMMV, however.
