in the case of spacemarine chapters most servitor support come from those aspirants that faild the trails to become a marine and still managed to survive
there is fluff that supports the use of cloning in the eye of terror, fabius bile for example, knows the secrets of cloning and will sell his services to the tritor legions

Definatly tighter editorial control. I think maybe his blood angels books were so bad, that's what caused Dan Abnett to relapse with his epilepsy and cause Prospero burns to be delayed.
Anyways, I always thought cloning to be a 'relic of the dark ages of technology lost because it was bad' kind of thing, much like AI, man portable teleporters, industrial replicators and anything else from Star Trek!

That's why I said IIRC-- I don't remember the source. Though I DO know the Magus Genetors do genetic testing and possibly cloning in their experiments (the Magos Genetors are the ones who study genetics, both human and otherwise).

I guess there's a moral line in the 40k universe where they will tamper with DNA until the cows come home but they wont create from scratch for that is the Emperors domain.
(that and they lost the STC for those cloning vat tubes you always see in films!)

3rd novel of the 13th Penal legion omnibus reveals that there was a special unit created from the *seed* of Macharius by the Tech-magi. Sounds like its cloning or something similar.
