Who's to say, in some alternate Earth that they might not have formed a pact to invade Poland? Or that the US might have even formed a temporary alliance with the USSR?

Meanwhile, these are rules to help you and your mates play multi-army games. We don't all have the luxury of having multiple armies, so we have make the two sides out of what armies we've got. The rules in the book are flexible, and produce some fun rules for any unlikely pairings. This is all they were meant to do, and claiming fluff reasons for why certain pairings couldn't happen is prioritising the fluff over playing a game, which is generally a bad idea.

So... has everyone forgotten the "reluctant allies" rule for elves and dwarves?

This meant: any dwarf within 6" of an elf has -1LD on psychology and break tests and elves vice versa.
