No, only remains in play splells may be dispelled, page 36 is very clear that "spells lasting more than one turn" cannot be dispelled until they are over.

As has already been said, but must be emphasized, that is completely wrong.

You cannot dispel anything at all on your turn except for Remains in Play spells.

If it says "Lasts until the start of the caster's next magic phase." then you have only 1 chance to dispel it (on his turn when he casts it.)

The entire intent of those spells is to not be dispellable on enemy turns. They're mostly stuff like combat buffs which would be utterly useless if double-dispellable and using the weaker cost.

I think that in that case, primarily at lower point levels, you could easily have no magic.
