You pick 5 of your opponents units to be Kill Points. You can not choose more than 2 or 3 dedicated transports. I believe the Boyz from Battle for Salvation are using it or a variant of it for their GT.

Yes. At the start of the game, you announce which 5 kill points you are choosing.
Some variants have you pick 3 and your opponent pick 2; which can really stink when he picks units he places in reserve!

It sounds like it at first, but it does add a tactical element to the game. Here is the info directly from the Battle for Salvation Rules/Scenario Packet:
Kill Points (Goal #3)
-Kill points are awarded to a player when he completely destroys an entire enemy unit, or if at the end of the game are falling back, but only 5 units in each list will be eligible to award KPs in each round.
-Before rolling any dice, at each game, your opponent will select the 5 KP Units from your army list. Your opponent can choose any unit in your force, but no more than 3 (three) units may be dedicated transports.
-The player that has earned the most KP wins this Goal. If equal number of KPs have been earned this goal is tied.
