Well, the idea behind deep-striking a Land Raider isn't exactly new. You already have a formidable tank capable of withstanding fire that would wreck other vehicles and with a firepower of its own exceeding pretty much everything not driven by a Princeps. Plus, you can load it with the most devastating infantry ever to walk a battlefield.
Now, it seems logical that you want to deploy that machine of pure awesome exactly in the place where it can make the most impact. Sometimes that happens to be behind the enemy, or anywhere else its presence is unexpected.
Or, you simply want to deploy it close enough to have a clear shot at a priority target. And the chances of simply driving it there are too slim when faced with a solid enough gunline. Under those circumstances, the decision is simple. Drive it and will most certainly be destroyed. Drop it and it has, say, a chance in three to create a large crater. See the maths?
It also makes sense for the Blood Angels to be the only ones to do this. They already have a predilection for fighting their battles in melee and close range firepower. They're aware of the fact that death, in battle or via a drop accident, is significantly better that succumbing to the Black Rage or Red Thirst, so there's no shortage of volunteers. Whether these brave, borderline reckless marines are simply looking for a clean death or they're actually hoping to drown their illnesses in pure adrenaline is irrelevant. They also have had to circumvent the Codex Astartes somewhat, so who's to say the reason isn't that the Big Blue Book of Chapters doesn't actually frown upon this practice?
Summarized:
The whole Blood Angels and successor chaptesr somehow seems to to share Sanguinius' determination to never back down, even when fully aware of the outcome. They like it close and personal. They have enough Land Raiders. They're certainly more liberal in their interpretation of the Codex. It makes sense for them to pull up this kind of a stunt.

The only way tha it would work was if there was some form of deceleration as mentioned above.
Do BA landraiders have retro rockets, anti grav or other sysem?
