Footdar aren't like Mechdar in a lot of ways. What you need to keep in mind is that at every point cost level your army may change drastically. What won't change is the following:
Avatar
Farseer
Guardians
Wraithlords
The rest is negotiable every time you move up in points to decide what your weaknesses are. As BlueDagger aptly put earlier, Harlies are a pointsink in this list at 1kpts. At 1k, you are going to use the resilience of your Wraithlords and Avatar combined with Fortune on the Avatar and a load of fearless 5+ save Guardians. In that type of game, by the time they get you you will have many fewer guardians, but you'll still have up to 4 MC's to nail what's left. 4 MCs at 1k is more than even tyranids will probably run at 1k most of the time so that's your strength. At later points, those 4 MCs aren't going to be enough to stop your enemy, that's when specialty units like Warp Spiders, Harlequins can save you when it matters.
At 1kpts, I would try something like this with the seer:

With this list, you can absorb a decent amount of firepower while pelting the enemy with BLs. The two Wraithsword WLs will sit on flanks while the EML/BL WL sits behind your Guardians. Avatar up the middle. You can just advance 6" a turn while hiding the Farseer in a Guardian squad behind the Avatar.
At 1500pts, it's a whole new game. You need to upgrade ALL Wraithlords to EML/BL. Reason: You will not get any more MCs out of this list at higher points. You can no longer rely on an abundance of high T, scary creatures to win you the game. You will have to shoot them or they will just stand off and kill you. You MUST have, at higher points, more guardians. 40 is a good start. You will also want to consider Harlequins as a counter-attach unit that is hard to shoot at before they assault you. You can use them to relieve guardians or MCs from units that can/will kill them and use hit-and-run to bounce off if needed to help another unit.
At higher points, than 1500, you will need to further your resilience. You may want to take Eldrad to be able to toss two Fortunes a turn (Avatar and perhaps Harlequins when they're in combat, or guardians in the front line, etc, situationally)
Fearless will only get you so far at higher point costs, you will want 4-6 squads with Scatterlasers to keep the S6 shots going as long as possible. If they continue to target guardians, that's fine, then they'll be ignoring the 6 S8 shots coming from the WLs.
Foot lists can also benefit at higher points from a small squad of Scorpions to ouflank or Warwalkers in lieu of a Wraithlord for the sheer number of shots they can put out (See Blackmoor's lists/posts)
Warp Spiders... you can see my previous posts about them on other threads.... are a unit that you must play correctly. period. dot. the end. If you don't, you will regret them and the money you spent on them. If you try hard, learn what they can do, and execute it well, your opponents will maintain shocked expressions when you own them repeatedly while popping behind cover.
Enjoy your footdar. They're not THE competitive list, but if each point level is taken for what it is, you can make effective lists.
