I tried that a week ago, with a lego bowler hat for my chaplain (charlie chaplain- get it!?) but the scale was too big

well thenmake two blobs of GS.
make the first one flat and put it on the head directly. then shape the brim as you see fit. maybe let it cure...if you do so then don´t do to blobs just one...
after the brim is cured then you make the other blob. stuff it on the brim and smooth it so that it blends with the brim. stamp a dent in the "ball" ... hat is done. for a texas ranger hat i would add a string or so around the upper hat part...
i´m sure you get the lulz in every game when you field that ranger^^ wish you all the luck.
and on a side note, are you sure there is no heads of wizards on ebay bitz wise to find? a search for bretonian or imperial wizards might be good...
Couldn't find anything on ebay, but I'll try with the GS.

you could go to your nearest hardware store and get some epoxy stuff. cures harder ,is also from two parts ,and is grey in color. use is similiar.
its way cheaper . or you could search for galeforce 9 . its like greenstuff but way cheaper, not in rolles but seperate tubes.
or you might even use miliput. also epoxy two part stuff but cures to brown color and is way harder...
there are so many options i´m sometimes disturbed myself^^
the epox stuff from the hardwareshop is the eaysiest to get hold of and by far the cheapiest. a bit tricky but in use, but you will do it. do you got some gloves for cleaning or for medical use? i recomend to use them. when using this stuff you use glue stuff and you might never know if your skin might react to it...
