Why can only Imperial Guard officers issue orders?
Why does the Empire only get detachments?
Why do only the Blood Angels use the Storm Raven?
Why can't empire knights form the Lance?

Factions get special bonuses in games, even if logically other factions should be able to use unit x or ability a. It adds variety and balance.

Because detachments represent the uniquely regimented training approach of the Empire, just as lance represent the unique skill of Bretonians.

The bastard sword represents nothing but the desire to upgrade dismounted Bretonian knights to elite infantry.

The rule doesn't add variety or balance, that's a lot of the problem.

“We may observe that the government in a civilized country is much more expensive than in a barbarous one; and when we say that one government is more expensive than another, it is the same as if we said that that one country is farther advanced in improvement than another. To say that the government is expensive and the people not oppressed is to say that the people are rich.”

Ok, we get it, you don't like the idea.

Do you have any suggestions to make it better or not?

I'd drop the points cost, to make them the same as greatswords for the Empire. They'd have a slightly poorer basic save, but they would have a bastard sword that could be used one handed with shield, with the AP rule, or used two handed to give +1 Str and AP, which is considerably more versatile than a standard greatsword.

I'd play test from there.
