I only ever use it when I have nothing to use that third Psychic power on (which is very very rare) because I figure it will have a better chance of killling something than a single shuriken pistol shot, though I may be wrong and the pistol my be a better option.

Spinning a tank around is the best thing it has to offer since other units then might be able to fire at it's rear armor.

Yes the spinning the tank around is a useful ability for it. However, you have to remember that it spins in the direction of the scatter die and very rarely will it ever spin completely around so you can hit the rear armor of a vehicle unless you get A. really lucky scatter roll or B. it rolls a hit, but you have to look at the statistics of that happening. First you have to pass your Psychic test, ok pretty good given Eldar Runes, but with all the hoods out there now good luck, second you have to then hope it doesn't scatter off the vehicle, and finally it has to roll that good scatter roll or a hit. It's just not a useful power unless, like I do, its the only thing left you have to use.

I would like to say in its defence that there are some situations where it can be useful.

If you run Eldrad (which a lot of Eldar armies do) and you are facing T3 or T4 opponents with 4+ armour saves. I have used it occasionally combined with doom to great effect on troops.

Alternatively it can be useful against non LR or monolith mech armies to spin theose vehicles round for juicy shots on side or rear armour. I would say that YMMV on this power though.

I'd never pay for it on a standard farseer though. It is a niche power.

If it didn't scatter it would specifically state "This does NOT scatter". It's classified as a shooting attack, and it has a blast marker, I'm pretty adamant that it's going to scatter.

I like your way of thinking, but you forget the dex was written during 4th edition, where scatter was not the default rule for blasts.
At the time of print there would have been no reason to explicitely exempt it from scattering.

And that point is as irrelevant as the first time it was raised when talking about Eldritch Storm.

Unless it describes an entirely self contained method for resolving blasts, it follows all the rules for blasts found in the current version of the rulebook.

Yes, this means it scatters. Boohoo.

Yes, because the rules have changed the new rules are what we have to apply to the eldritch storm blast marker. No, they didnt scatter when they were written (because nothing scattered) but now they do (because blast markers now scatter). Changes in rules unfortunately have to be applied to all older rules, compared and contrasted to see how the rules changes affect older rules.

There was no reason to give the storm blast marker an exemption from scatter because scatter did not exist when the rules for storm were written.

Since storm has no exemptions from scatter we HAVE to apply scatter to the storm blast marker, since it is indeed a blast marker and the rules now tell us that blast markers do now scatter.

PS And its almost always better to try and guide or fortune another unit, storm really is a very lame power now. Its been years since I have had eldrad use storm.

Why does my eldar army run three fire prisms? Because the rules wont let me use four in (regular 40k).
