Decent outcome I think. Due to the fact that it is unclear if it was intentional, give the player the benefit of a doubt (the first time only). If this were to happen the same way again, I say DQ him (I doubt it will happen again). And yes it does mess with the standings, however you cannot fix it, so why muddle over that. I am sure if he comes back his list will be correct, he undoubtedly knows he will be watched. If his intention is to cheat, he will get a reputation in no time. If it was an accident, a few more tourneys or casual games will show that.
There is a guy who plays at one of the places I frequent who despite being told a ruling, and shown in his codex how it works wording and all, keeps misplaying the same ruling in his army. He also has been known to misrepresent points, pencil whip a player so to speak in games. I have never played him I a tourney only in league play, and will not play him in casual games or league ever again. The TO's know about it and have taken him aside before and told him they will be watching him, as a result he quit playing in the last few leagues and has not been at any tourney I have played at the past 6 or 8 months. Players like this get a reputation quickly amongst gamers , the "cheater" moniker is a hard one to shake.
