I voted for bloodcrushers, vulkan terminators and khan terminators.
That being said, I’m surprised I haven’t seen anything with Ragnar Blackmane in it. Furious charge + D3 attacks on the charge for the entire unit can be pretty powerful when used right.
For example: Ragnar Blackmane + Ulric the Slayer/Wolf Priest + 14 power armoured Wolf Guard in a LR crusader (squad kitted out efficiently with enough SS and power weapons/power fists to become a threat).

What about Failbaddon and 4x Lightning Claw Khornate Terminators charging out of a Land Raider? I can see where that could be too slow/unreliable, though.
That said, Nob Bikers and *sigh, twitch* Thunderwolves are probably the two best units listed here.

IIRC Wolfguard units come in a size of 3-10. Plus I don't think that unit is a truly viable build because of just how insanely expensive it would be. Ragnar is good but it is more the bubble effect he has that makes him good not really his inclusion in any single unit. If you use him well in a list that works and is built with him in mind AND have the skill to get those 3 key charges off inside his bubble then he is a beast. But building a single killer unit around him isn't necessarily a good idea.

I voted for Juggernauts + fatweaver, TWC and Seer Council cos all of them require specific stuff to take down, (something to ignore invulnerables to take down the pidgeon, str 10 blasts and psychic defense)

If cost is absolutely no consideration then TWC+Wolf Lord should beat Nob Bikers due to 6 models with 3++ and S10 versus 5++ and S8; the TWC have effectively got 13 wounds at a better save versus 11 wounds at a worse save.

Generally yes, albeit not a great one because Vindies should get exactly one shot before the TH walks up and smacks the crap out of it. It's also pretty easy to spread those big bases out so even on scatters you'll probably hit 1, but even on direct hits you'll probably hit...1. Maybe 2.
The threat of losing a critical SS Twulf model to one bad roll is meaningful, though, so the deterrent factor of the Vindie is as much psychological as anything else. In general, though, it's not a true hard counter because there's just no way 2 or even 3 Vindies should kill off all the Tcav before they get in close.
If we're talking crazy loadout Tcav, with everyone having a 3++, then vindies aren't a counter at all. That squad is monstrously expensive and relatively rare, though.

I fail to see how Swarmlord+tyrant guard makes a deathstar.
They can't protect him at all from shooting, and they aren't overly dangerous once he's dead.
