As for competitive all-bike lists, I've read a lot of threads on the issue and the consensus seems to be that bikes are quick and tough to kill and a very solid army but from their strength of being all bikes so comes their weakness: they're all bikes and there's not much finesse you can pump into spam of any kind. Someone also has already touched on how unsuited bikes are for close combat and I agree. Power weapons and fists are great weapons of opportunity but when you buy a bike you're buying a T5 and 12" movement BUT ALSO you're buying twin-linked bolters (helps shooting, not assault) and the Relentless special rule (helps shooting quite more than assault since the bolters are rapid fire weapons).
I would recommend all bikes for fun games and maybe a local tourney, but I've never heard of them winning a Games Day event. On the other hand, you can add fluff-compatible units like speeders of any type and assault marines and start fleshing out a great fighting force. I'm still waiting to see someone use Kahn and a land raider full of hammernators to Outflank an enemy unit
It's just my advice, but it seems to be the more competitive lists use the synergy of different unit types to excel.
My first tournament ever... I did that. Lightning Claws, Thunder Hammers and an outflanking Land Raider Crusader. Didn't work. Was fun thou.

A major problem with biker armies is when they run up against a lash spam list. This can be countered by taking a Librarian but I never see it.

How are bikers more vulnerable to lash then normal marines? other then unwanted Dangerous Terrain tests.
the move is just 2d6"
bikers could actually compensate for getting lashed better because they have a long move and can get away or back where they need to be.

They are still affected, where as more spoiled players that go mech are not too concerned.
Generally Lash is not as numerous because of the mass Mech builds...but this is a local meta thing honestly.
Bring a libby as a second HQ choice.....that is 'good enough' IMO.

Lash + bikes + dangerous terrain = 2 dangerous tests for each bike. That is a problem. Lash is hard on bikes ( I have played both armies extensively.) I used a build with a bunch of typhoons and i just sucked it up until I could missle the princes to death. It still hurt, sometimes unrecoverable pain... ...regardless, you should not see many dual lash builds running around any more.
I am a huge fane of min squads for max special weapons. I couldn't care less about high-up objectives - I can own mine and one of my speeders can contest yours.
I always take a libby on a bike these days for the hood - I find it difficult to play any army without psychic defense.
Bikes can be very good, you really need to play them a good deal to learn how to properly leverage their strengths and mitigate their weaknesses. I love the land speeders because they pop the transports so the bikes can shoot them up. If it can't be popped by a speeder, the a mm, 2 x melta, and a combi melta squad will probably pull it off...

Try 2 Captains and 2 Command Squads on bikers with Stormshields, Lightning Claws,Meltaguns,Meltabombs Etc. Its expensive, but its durable, and can kill almost anything with ease. These two units will wreck face, while the rest of you army takes objectives. But I'm not sure if you can afford enough bikes, or if you have to go with Scouts as Objective holders.

Command Squad on bikes are not 'all that' though. As much as some like to force them into a Deathstar role, they don't do it as well as others.
The low model count is one of the 'balancers'... lowering it more makes for having each death that much harder. While command squad on bikers are tough, they are not 'that' hard to kill honestly....and the lack of Fearless is disturbing for a unit liket that.
In addition, a Captain is already a points black hole, makes it 4 times worse with a second just to unlock the second squad when you could just spend the points on say... a raider with termies or a another squad of bikers or two.

I used to say only use a command squad in builds over 2000. After playing a dozen or so games with them, I say never use a command squad. There are more effective and necessary options that must be omitted to pay for such a high cost unit (that WILL die...)

The guys in my area finally figured out how to stop the list so I changed it up, but that thing is mean to someone who has never played against it.

Yea, that's pretty rough.
My list is an all-comers balanced for my area, with some softer list building included but kinda copypasta.
1500 points:
Captain, Relic, Storm, Bike.
8 Bikers, 2 Meltas, Fist, Hvy Bolter Attack Bike.
8 Bikers, 2 Meltas, Fist, Hvy Bolter Attack Bike.
8 Bikers, 2 Flamers, Fist, Hvy Bolter Attack Bike.
3 MM Attack Bikes.
3 MM Attack Bikes.
3 Hvy Bolter Attack Bikes.
1750 sees the inclusion of the Libby on a bike with some change.
Then it's 'whatever I feel like' after 1750.
