Only a single horror is turned into a toad. It's pretty clear that the unit can cast spells, but you nominate a model for LoS, range, etc.

I think it's safe to say that GW never envisioned a magic item to ever be that overpowering to begin with. It seems pretty clear the intention is to remove a single model. I know you may not agree that this is the RAW but unfortunatley, with codexes being from one addition and the main rules being from a later edition, we have to make do.

I vote the entire unit gets turned into one giant toad, but only if you have the model for it. Because, honestly, it is hilarious.

One giant toad with the unit's footprint would make the most sense, since the 'wizard' is not a single model. It also avoids problems associated with changing the unit's footprint from say, 80mm x 160mm to 20x20mm back to 80x160

It's not even really overpowered to use it on the unit, you can turn things that cost a lot more points than a unit of Horrors into a toad pretty easily.
