Necrons just wouldn't be Necrons without WBB. That's their defining rule!
I'm confident Necrons will be pretty balanced. I think GW did a solid job with the Tyranids and Dark Eldar. Definitely some questionable choices with Blood angels and Space Wolves, but I don't think they'll go crazy with a non space marine army. Personally, I'm excited to see just how the new codex turns out. I think necrons are an awesome army, and it's gonna be interesting to see how they are further developed and fleshed out.

As everyone knows about me, I still think GW really crapped up with the Nid codex.
What I foresee for the Necrons, however (they are the army that got me started in 40k) are the following:
FnP replacing WBB
Rending weapons instead of the Gauss Rule
Possibly the Raising of Warriors during a game.
Powerful Psychic Defense or outright Psychic Immunity
Now all of this is speculation, and largely based in the fact that GW would probably like to streamline the above two rules, and the third one to move the Necrons closer to the tomb kings and VC of Fantasy (I know Tomb Kings cant raise new units, but if the new unit aspect isn't used, then it wouldnt be that different from WBB or FnP). The Fourth one is from a fluff perspective. if the army lacks Psychic Powers entirely, it could be severely handicapped. To balance it out, and conform to fluff, they might be given something similar to that of the Collar of Khorne for Psychic Defense (yes I realise the irony here, but nothing else is comparable).

Gonna have to disagree with the good job on Tyranid codex. That one's got some pretty big issues that people figured instantly and it only got worse with the kick-in-the-teeth FAQ. The Dark Eldar codex seems to be going along pretty good so far without any monumental glaring faults, though it does have yet to be put through it's paces. Given that they seem to have cleaned up their act with DE (and gone way, WAY overboard with Chees- sorry Blood Angels) I've got a small glimmer of hope that Necrons might actually get fixed.
Rules updates to catch up with the modern era, some numbers juggled around to tweak stuff, a few more shiny new units to put some diversity in the armies and some fabulous new drapes to match the carpet then I'll be convinced it's ready to rock and roll into the new ages. I sort of look forward to it but I'm extremely cautious about putting money into another codex before it's vetted by people with much more to spare than I have. The track record to date is not stellar.

You probably meant cut their point cost in half, rather than double it. Why would making a model everyone has more expensive and thus fieldable in fewer numbers, make those people buy more of that model?
I was making a good humored stab at Cruddace's crazy price hike of the carnifex since everyone already owned a bunch.

WBB will most likely get replaced either by summoning new Warriors or FnP. It's just easier that way.
