Wouldn't you need 3 for each Marine? One for the marine, one for the jump pack and one for the back pack?
If you're not particular enough about your marines to even care if they have back packs then you might as well skip the magnets and just use blue tac.

It'll look a lot better if you have swappable back packs and jump packs. It also makes it easier, because the 'packs (either kind) serve to conceal the magnet. You can get away with just painting them black rather than drilling out a recess for them in the marine's back. The whole project, even with as many assault marines as you have, should be something you can knock out in an evening or two, or on a Sat or Sun afternoon.
This kind of thing is a little annoying, but it's something that commonly happens when GW releases a new codex or core rulebook. Something changes which justifies or outright requires making a significant change in the way your army is modeled. For example, my Chaos Warrior Marauders went from 20mm bases to 25mm bases between 5th ed and 6th ed. Had to rebase the whole pile of them. It was a bit of a pain, but not all that difficult or time-consuming.

In a friendly game, whatever, you're trying something new out, that's fine. I've used proxied stuff in friendly games before, as have people I've played, and it's not a problem. In a tournament though I'd expect your stuff to be as close to WYSIWYG as possible, and this really isn't.

To be honest, if they models have the normal jump pack torso, I think it's going to look a little odd. The JP torso has the massive straps that hold the jump pack in place. When they're not wearing the jump pack, that's going to make them look a bit on the tubby side.
Frankly, I would think the better option if you want to use non-jumppack assault marines would be to build some non-jumppack assault marines.

I didn't realize magnets were cheap, I remember someone saying it's like 5 bucks per magnet.

My other armies are all WYSIWYG. I would never bring my DoA list to a tortie though due to that rule, and it is why my other armies are all WYSIWYG.
In a friendly game I would gladly play you, and would be annoyed if others wouldn't play you based on just a simple WYSIWYG issue. but in a tortie you should have magnitized them!

Magnets are awesome I have a 10 man Assault marine squad magnetised to the teeth.
The magnets are in their torsos (arms, waist and one in the head socket if its a sergeant). The reason for that is:
1) Magnets on Jump packs tend to be wobbly, and the models tend to be inconvienient to move around the table, so a better thing to do is to glue the Jump Pacs to the torsos.
2) Jump packs only look good on the assault torsos, when they run without the packs it looks kinda funny.
So my strategy was to make assault marines that can switch all their arms so they can take different weapons (if I want to field them as vanguards for example), have interchangeable torsos if they run without the packs and the sergeant to have interchangeable head if I want to field him as a regular marine. Works awesome, looks very Wysiwyg  .
I'll post some pics later if anyone wants to.
Example of my Captain that has been magnetised simillary (but with the torso glued on and the backpack and jump pack magnetised). Warning lots of pics:

I try to magnetise everything I can in my Marines. I've got 10 tacs with switchable arms that could do as vanguard vets, 20 terminators with switchable arms so they can go as assault termies. I magnetised two of my LR's so they can have 4 different variants (about 60 magnets each, still not completed work though), 2 whinorbacks (whirlwind/rhino/razorback), 1 prhino (predator/rhino).

You have two kinds of magnets that are rods, those split on the Axis and those split on the diameter of the circle. I dont know if i could really explain them well as I am tired but the ones split on the Axis fit round to round and can spin freely. The ones split along the diameter fit round to round, but since one half is positive and one is negative they only fit one way and dont rotate. That way when you put them on your marines they dont shift side to side. After that all you need is super glue and a 1/8 inch drill bit. I've got about 20 marines with all jumppacks and some arms magnitized this way.
I will caution for the backpack you can use 1/16 magnets as long as the other side is a 1/8 inch magnet. I have had very bad luck with 1/16 to 1/16 in not being very strong.

I use the same 1/8", 1/4" magnets, but the ones without diametric magnetisation. That would make things way easier, I gotta look around for those.

I would be perfectly fine, as long as there werent other squads of ACTUAL DOA jump infantry. If you clear and plainly ruled at the start of the game "All BA with Jump Packs may NOT USE THEM" Then I would have no problem.
I would have a problem if you said "This squad, this squad, and this squad, while all being roughly identical, do not all have jump packs, only this squad does, the rest just look like they do."

For a quick friendly game when you just want to try out assault marines without packs, I wouldn't object.
But actually, I am a WYSIWYG fanatic. Not because of fairness, rules, or things of that kind, but because on reason I enjoy the game is that visual depiction of the battle that is going on.
If it were not for that, we might just as well use bases only, maybe with the model's height written on them for LOS purposes. But we do not, and that is because it would not be so enjoyable.
And having 50 guys with jump packs on the table when they actually represent guys without jump packs just looks and feels odd to me, and less enjoyable.
Therefore, while I would not mind you proxying for a single game, I would not really like it, and I would insist you switch them for normal backpacks if you want to continue using them as such.
I am going to magnetize every jump pack in my army for exactly that reason. Do it with an additional pin somewhere, and it should not fall off too often, too.
