The primarchs will likely have a retinue of "Chapter Specific" Marines, but otherwise be allowed in any marine army. However that's another inherent problem with Primarchs that other characters dont have. They're Chapter Specific, and it's really hard to justify another, more vanilla Primarch-like character, as they're suppose to be god among men. Another Abaddon? A really strong warlord or perhaps a Herald. Second Calgar? Perhaps a Chaptermaster who also uses two power fists. Two Decievers or Two Nightbringers? One of them is the the true deceiver. Five C'tans? Four of them are the Deceiver tricking you. Two or more Fateweavers? he's bending time for the will of Tzeentch. Two of the same Primarchs however, as well as them wearing non-chapter specific paintjobs, will be harder to justify.

Lexicanum has at least one illustration of all of the primarchs. Those are usually the ones people use as reference when converting them.
