However, you could always do a pre-heresy Night Lords army. After reading up on the chapter I might do one using BA rules (Nightlords used drop pods, rhino transports and Jump troops as their mainstay, BA being the only ones able to field such things as core troops).

Not all NL are criminals. While the night haunter was still present on nostramo the recruits were ok people. Only once he left did murderers start to join. It's possible some of the original NL survived. These would be alot more humane than the rest of them. They would still employ terror tactics but they would do it to achieve aims not just for fun like the others.
