There's an old adage that would fit this: nothing is new under the sun. What GW is doing is using concepts, they're not necessarily "stealing" ideas. These ideas, concepts, and names are here for anyone to use, including companies. Plus, every name and place and such has some sort of origin that was "stolen".

I think one of the better examples is the fact that there are two Crack Shot rules. There's one for the Dark Reaper exarch and another for Commander Pask in the IG codex. Two completely different rules, same name.
