That's what he wrote, just poorly. It should have been "=\=" which represents not equal to, he just missed the last '='.

I think there's a little confusion there stemming from multiple different shorthand ways to express "does not equal". I've seen, just on this forum:

!=
/=
and
=/=

The change Timewizard just noted was that GW tweaked the wording to make clear that which models can attack which unit is assessed at the beginning of every ROUND of combat, not just at the beginning of the combat in the first round.
