Additional close combat weapons generally weren't figured into the statlines on older codexes, as far as i can tell. I used to play sisters and grey knights. There would often be unit entries with a model having something like - bolt pistol and close combat weapon, or 2 close combat weapons in the wargear, but only one attack.


The latest Main Rule FAQ that sarukai quoted said in part, "...any weapons that are specifically stated as single-handed weapons in their rules."

An example of this is the latest Tyranid codex that says that "Models with claws and teeth count as having a normal close combat weapon." {emphasis mine}
So in this case at least, claws and teeth are specifically stated as being 1 normal close combat weapon.

Wraiths have "Claws and barbed tail." as weapons. The codex does not state whether these are 1 or 2 normal close combat weapon(s).
Since they are not specifically stated as being 2 single handed weapons, then you would not get the additional attack.
As other posters have stated, this is probably why they have 3 base attacks on their statline.
And yes, it is an older codex, but there have already been 2 different errata and FAQs issued and if GW wanted to specify that their claws and tail were 2 separate weapons, they certainly have had more than ample opportunity to do so.
Absent that specific rule, you would have to fall back on the fact they thier claws and tail constitute a normal close combat weapon that does not give an additional attack.
