I'd like to point out that you only subtract the crew's BS if the scatter die rolls a 'hit'. I never handicap my scraplaunchers in this way. Especially seeing as how often my scatter die shows the hit symbol.

I think that might be what he meant by "automatic", but yes.

I also don't think it's really a handicap. Your less accurate but can fire from places where other things can't shoot back. Of course, the Scraplauncher model is pretty big, so TLoS might make this generally not worth while anyway. And it's not like the Launchers need to tremble in fear at the thought of getting into combat.
Then again, rolling a 2 or a 4 would probably still mean you kill stuff. I think it may be viable, in some situations. Just a lot less than a normal 'thrower.
