None of us are good enough yet to really power game, nor do I expect him to try.
Mostly, we just want everyone to have fun, and he really has a hard on for the model, which admitedly, is awesome looking.
As has been said in this thread, it's likely that the SM will be getting a variation of the heavy before long.

From a financial standpoint, it would make sense to allow the Stormraven in every marine codex; that would be like 10 times more potential buyers?

GW retail knows this, as does studio. I believe they not White Dwarf editorial are correct, we need only wait. Plenty of other models to use in the meantime.
Main question will be whether the Stormraven is tournament legal, that depends on whether its is counted as 'like Forgeworld releases' for Codex legality. This might also apply to the Night Spinner also.
