The rules and templates can be downloaded for free from their website, so you would only need some minis. An army starter pack of 6 minis is 35€, wich I guess is about 40-45$ (US). With a starter of 6 minis you can make an army of about 100 - 120 points, wich is nice for your first games. The usual game size (like 1500 for 40k) goes between 200 and 300 points. So I would say the average army has about 10 minis. I think it's not an expensive game.

Edit: the rulebooks are on sale too, they cost about the same than a starter box. The Rulebook and the Human Sphere additional book are quite interesting. They have a lot of fluff. But the most important stuff, the rules, templates and army lists are available in pdf format as I said. Also, if you don't know any Infinit gamer in your area, you might need two different starter boxes instead of one to try to tease someone

I think the rules are pretty awesome, they look a little complicated at first, but I've been reliably informed that things get swinging in no time at all. Stuff like having your characters diving into cover (or choosing not to) as bullets fly over their heads justs sounds so awesome to me!
