Personally i would rule in favour of letting the unit make an emergency disembark just as they would be allowed if the vehicle/building were destroyed (i.e. not in their movement phase, but at the time the vehicle is destroyed), and then they would have to move the fall back distance as normal (also not in their movement phase, but at the usual time this sort of thing is done).
I know this particular combination of rulings is not explicitly stated in the Rulebook, but common sense must sometimes prevail.
The alternative is effectively that a bunch of guys are killed because they're scared and in cover (not Cover) as opposed to scared and in the open - and this just doesn't make any sense.
