Conscripts cannot take regular commissars IIRC. You can only attach a lord commissar, but hes an IC so he will be raped in close combat. Yarrik could offset that, but then you are just getting into stupid territory (if someone playing me ran a unit 50 of conscripts and yarrick, I would probably piss myself laughing.)

Don't run conscripts, unless you are using them for bubble wrap or tarpit duties with "send in the next wave" in a larger game. If you are playing a smaller game, just get normal infantry blobs (commissar, power weapons, special weapons) that can actually kill stuff.

Can a commisar with a camp cloak give all the conscripts a 4+ cover save!?

A camo cloak modifies your cover by +1, but you have to be in cover in the first place. So if you have a Lord commissar with a camo cloak (if he can even take one) with conscripts in cover, they get a 3+ cover save (or 2+ when going to ground).

Thats awsome until a unit of 5 marines kills the commissar in close combat, and the 50 conscripts die to sweeping advance.
