You're confusing some concepts here.


Exodite Eldar are not barbaric, they are primitive. They are the eldar version of the Amish pretty much, they are actually a very simple peaceful folk for the most part, but are still very much civilized
Saim Hann are backwards and unsophisticated, and maybe considered barbaric in comparison to the rest of the Eldar, but are still very civilized.
Biel-Tan (Swordwind) are not barbaric, they are vicious and aggressive, and will kill non-eldar without thinking twice if it furthers their goals, but they are very much civilized.

There really is no room for barbaric eldar in the fluff, it pretty much violates everything that makes the eldar eldar. If wants to play 'barbarian eldar' tell him to play dark eldar or crone world eldar (pretty much chaos eldar). The eldar are, by necessity, pretty much the exact opposite of barbarians in almost every way. A barbaric eldar is pretty much a dead eldar.

Maybe he just killed those things on his base. It's not a trophy rack, it's just battlefield detritus.

Actually, they do, or Slaanesh eats their souls. Omnomnomnom.

A "barbaric" Eldar is one who acts like an Imperial or Forge-World born Human. They really are that much more advanced that we are.

The Exodite, as well, are not "Barbaric". These are the Eldar who, before the birth of Slaanesh, saw their culture falling into depravity and excess, and decided to take their leave of it. They then went out into the stars and settled on other, non-Eldar worlds (not already occupied by other races at the time). It is likely that these Exodites are not dwelling in animal-hide and wattle huts, hunting with bronze spears and trying to figure out what that mindless singing box is supposed to be, but are actually on par with the pre-Fall technology of the Eldar in much smaller enclaves. While they may not, as a single unit, have every bit of tech that the Eldar once did, if you gathered together all of the Exodite groups, you could probably make a pretty good stab at rebuilding the pre-Fall Eldar Empire, at least on a small scale.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

I'll tell ya what a friend of mine told someone many years ago.

"If he thinks it looks cool, then so what?"

In context, I had painted my Dark Angels Land Raider green, then painted some of the panels various shades of blue, and someone at my FLGS made a comment about the blue parts. My friend was telling them off politely.
