My two cents? I don't think ANY of the marines chapters need their own codex, but the Salamanders aren't any less suited to their own book than the Blood Angels, Dark Angels, or Black Templars. So, if they're popular and you're in the business of writing books the game doesn't really need... go for it, GW.
