They were created by the Old Ones.
A lot of people think they were actually created by the eldars because they are also known as the Talismans of Vaul.
But they were definitely created by the Old Ones to fight against the C'tans.

Well "theory" is a bit much as I don't think it'd ever be in fluff. Rather I think it's cool.

They are also know as the Talsimans of Vaul, created by the Eldar smith god as a means to end the war in heaven. They are powerful individually at unleashing the warp at necrons, but they need to be used as a full array to kill a ctan good I believe. Whether yo consider Vaul to be an Old one, is a matter of opinion.

The one between the Necrontyr and the Old Ones or the one between the Necrons and the Eldar Gods? I don't know. One thing I'm unclear of in the timeline is if the necrons won that war and caused a galactic extinction then why are Orks, Eldar and Humans still around?

In the last days of the war against the Old Ones, the Old Ones summoned up their power and created new life, warp-sensitive life, in the hope that entire species of Psykers would be able to destroy the Necrons, who by this point had enslaved the entire galaxy and wre trying to take out the last of the Old Ones. Then, the Enslavers came and started wiping out all life. Pockets survived and rebuilt to the races that live today, but most was destroyed. Necrons retreated into stasis, waiting for said rebuilding so they could lather, rinse and repeat.

Ah, so it wasn't so much the necrons that caused the galactic die off but the Enslavers. Well I'm no longer afraid of Necrons....Enslavers on the other hand...

Necrons didn't wipe the universe because that wasn't their goal. The C'Tan need feeding, so rather than slaughtering all life, they farmed it, hence the term "Harvests". The Necrons enslaved every species in the galaxy, ordered entire civilisations to build fantastic monuments, even vast cities in the image of the C'Tan, just for them to destroy it and make them start again. They could make a sun supernova with little effort, and entire star systems burned. And now they're back.
I'd be scared of them...

No, that's wrong.
The Black Fortresses were definitely created by the Old Ones, during the last years of their war against the necrons. These weapons were so powerful and so resilient that they entered eldar mythology as "the Talismans of Vaul".
The theory that the eldars built the fortresses, following the instructions of the C'tan, is possible. But the design and the appearance of the Black Fortresses are definitely not eldar IMO, and I don't think the eldars had the technological prowess to build those things at the time anyway.

I was actually referring to kamikaze's post, where he said that the fortresses could have been built by the eldars, following the instructions of the Old Ones.
