Wait out the giant battle with Kauyon tactic, taking a bunch of worlds as all forces will be drawn back to Terra (duh)
Even the original battle for Terra with Horus and the Emperor took YEARS to finish, and that was with only 2 races as opposed to 13ish all fighting each other.
Tau capture worlds, build up forces, and kauyon it out until the other races finish their giant battle. Then tau come out of nowhere and steamroll the remaining army.

The final battle would be the Necron Aramdas returning.
Nids, Orkz, Humans, Tau, Eldar, wouldn't matter. All would die.
Nothing would be able to beat them in Space if they ever came back in full force. 5 Ships invaded the second most guarded planet in the IoM and 2 landed on the surface. While inflicting decent damage against the defenders.
A couple thousand ships wold walk through the IoM and everyone else.

A few thousand Necron ships vs. a few MILLION Imperial ships (which includes Navy, Marines, Rogue Traders, Mechanicus, etc...). Plus the Eldar fleets, plus any potential Orks, even Chaos would be stuck fighting the Necrons ships.

The final battle won't take place between all race on the same planet. Maybe the IoM will make its last stand on Terra against Chaos, but no other races will journey that far for no reason. If ever the 40k universe moves to a final conclusion, war will errupt across the Galaxy. Your beloved Tau would be utterly destroyed. Just because the Tau choose to sit back, doesn't mean that the other races will just say 'oh well, the Tau just want to wait, we'll leave them be'. A final confrontation would involve the full might of all armies. You think your tiny little speck of a race could stand up to even the Eldar? What about when the Necrons fully emerge, in their trillions? That's an army that outnumbers the Tau about 50,000 to one, with vastly superior technology and would attack the Tau no matter what their 'doctrine' states. In the end the Tau wont have 'years' to build up their armies, pitiful as they would be. They are so weak, its likely they wont make it to the end. If they do, they will be destroyed, by any one of the races.

Necron Armadas = Dead Empires.
I wish Tau could do something on a scale to fight the Crons. But fact is, the Necrons would walk through everyone and nothing would stop them.
They laugh at the Imperiums pitiful fleets and take mild losses compared to what they inflict. If 2 out of 5 ships landed on Mars, the sheer might of the Necron fleets would bring the galaxy to it's knees.
This is perhaps the reason they have opted to not return, they are waiting for a larger harvest.

I would have thought that there are similarly powerful and cunning Orks out there in Orkdom. There are many Warlords that rule Empires larger than the Tau, but he's the only Big Boss that has persisted in rules and in the Universe as a constant threat with greater ambition than ruling their areas of space. I just believe that they need an Ork thats even bigger and more cunning. Like an Orkish Swarmlord or and Ork Emperor, a physical embodiment of the Waaagh! Maybe the Ork Wierboyz are doing the same as the human shamans of Old Earth, coalescing in the psychic signal created by all Orks to form a supreme Ork.
