Well Corporal Reznov, while that may not exactly be the best way to negotiate things, but the Imperium does exactly the same thing to most developing civilisations they meet, sending in secret envoys to incorporate the Imperial Religion into the world, eventually leading them to control it.
If I was a member of an out skirting planet of the Imperium, I know I would join the Tau Empire given the chance, since they would value my life more than if I joined the Imperial Guard where I'm used as cannon fodder for space marines. But I have a Tau army so my opinion is kinda biased.
Back on the Topic of the thread, Tau are probably the most reasonable of the races, and is much less grimdark than most of the galaxy.

The Guard isn't as bad as it is always made to be. People retire from it. And considering the number of Veterans...In addition, you have to be rambo to even join the guard. Anything less and you will be stuck with the PDFs.

I don't think you assessment is 100% accurate. Tell me if I am wrong (Forget where I heard it.), but didn't the IG make a bridge by executing a bunch of their own men then throwing them into a pit?
Edit: I looked it up a little. Turns out it was Commander Chenkov and it was a damn not a bridge. It's one thing to be used as cannon fodder, it's a completely different thing to be used a building materials.

Back on the Topic of the thread, Tau are probably the most reasonable of the races, and is much less grimdark than most of the galaxy.
I have an Ork army I am pure neutral. The Tau may have valued life early on but they are starting to lose that ideal. Their is a quote in the 40k rpg books I think that showed a human woman asking a Tau about where they took her Husband. The Tau responded that the Woman should not be carring about where her Husband is but instead happy that the 'Greater Good' is prospering even better now that he is gone.
No one in 40k values the sanctity of life because life doesn't really have any meaning in 40k only the species survival matters. In 40k their is no higher purpose to life or an omnipotent god who loves and cares for people. Despite all the talk of gods and daemons in 40k, it is stated that the universe began with a big bang and all life evolved either on their own or with the help of the Old one's. The Ensavers nearly left the galaxy empty but after millions of years life has returned. It is the cycle of Life and the sanctity of the individual doesn't exist because of that.

you could always join the hive mind. They're completely fair in who they 'select' and you get equal opportunity to be reborn as a Ripper or a Dominatrix.

That's not true. Tyranid special characters are specific personalities and tyranid souls which have proven successful and are deployed in various places across the Tyranid galactic warzone. Even individual hive tyrants are allowed individuality and so on.

I never said they lacked individuality, I just said you've got just as much chance as anyone else to become that big Swarmlord. When you are 'recruited' by the Tyranids, you're just a puddle of gruel. And when something dies, like that Swarmlord over there, you've got just as much chance of being used to rebuild him as the puddle of gruel next to you. Equal opportunity.

Still not true. Khorne feeds off the emotions of humanity and all the other sentient races. As long as their is a race feeling anger, rage, hatred, bravery, or any of the other emotions Khorne draws upon, Khorne will gain power. Even if the entire galaxy was lovey dovey, and sat in a giant circle on Terra singing Kumbaya, Khorne would still gain power.
