I'd also like to add that most people take councils period in speed hybrid lists.

Often including units like Guardian Jetbikes, and even Warp Spiders if they are feeling especially risqué.
There also may be a few Vypers floating about, whose AV10 open topped status makes the vulnerable to bolters as well.

In these types of lists the Jetseer Councils ability to soak anti infantry fire like a boss really comes into its own. Drawing fire from the other fast infantry / light vehicles in your list is crucial.

I think we can agree that this is where Jetseers really shine. In an av12 spam list- the council really isn't as effective. However I'm inclined to agree with Tehscat that the added flexibility of the jetseer council puts it above a foot council in a serpent even in a mech spam list.

it'll take an average of 27 bolter shots to kill a single warlock biker with fortune up (see math above). Let em be shot a bit by small arms fire! Who cares. They have the speed to threaten anything within 18 inches. They don't need to be within rapid fire range of more than one or 2 squads at any given point and still be absolute terrors. And against vehicle spam they are godly for snagging multi charges. Let me tell you, its far easier to multi charge that chimera gunline when you have a 12 inch move and big base sizes.
